BCHD Honored for 2021-22 Budget

For the 3rd straight year, Government Finance Officers Assoc. salutes BCHD for its budget presentation

REDONDO BEACH, Calif. (February 17, 2022) – In what’s become an annual affair, Government Finance Officers Association (GFOA) has presented their Distinguished Budget Presentation Award to Beach Cities Health District (BCHD) for its budget for the fiscal year beginning July 1, 2021.

To receive the GFOA budget award, BCHD had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity's budget serves as a policy document, a financial plan, an operations guide, and as a communications device. Budget documents must be rated "proficient" in all four categories, and in the fourteen mandatory criteria within those categories, to receive the award.

Their efforts underscore our commitment to transparency,” said Tom Bakaly, CEO for Beach Cities Health District. “This hard-earned honor validates their dedication and hundreds of hours of work on behalf of BCHD and the residents we serve.”

This is the third consecutive year GFOA awarded BCHD its Distinguished Budget Presentation Award. GFOA has also presented its Certificate of Achievement for Excellence in Financial Reporting to BCHD for its last three financial reports (awards for FY2021-22 will be announced this fall).

The GFOA awards program was established in 1945 to encourage and assist state and local governments to go beyond the minimum requirements of generally accepted accounting principles to prepare comprehensive annual financial reports that evidence the spirit of transparency and full disclosure and then to recognize individual governments that succeed in achieving that goal.

In addition, the California Society of Municipal Finance Officers (CSMFO) presented BCHD with an Excellence Award for its 2020-21 operating budget. BCHD is the only health district to meet the CSMFO standards of excellence and has received 16 CSMFO Excellence or Meritorious Awards since the 2007-2008 fiscal year.

BCHD’s budgetary practices are available to the public online and the budget is reviewed by the District’s resident advisory Finance Committee and discussed at public board meetings. An annual report with an overview is also mailed to Beach Cities households each year.
